C. E. Wagoner was one of four prisoners who escaped on January 29, 1900, during Warden Hoyt's last term. The capture and lynching of his fellow escapee, Thomas Reynolds, were impacted by the passage of a law that abolished capital punishment in Colorado in 1897.
